With the recent changes to Facebook, the platform is evermore toxic and unsafe, especially for vulnerable users. 

To make matters worse, Facebook’s account deletion process is intentionally convoluted, relying on psychological deterrents to keep users engaged.

I agree with you that the number of steps required is absolutely an abusive UI pattern, but having a delay before really deleting the account seems like a reasonable response to the risk of hostile actors maliciously deleting accounts.
Whether or not they actually do delete your data is a whole other issue.
